PROBLEM TO BE SOLVED: To provide an oscillating body apparatus which has a low power consumption and can generate a large torque which acts on an axially supported oscillating body, a light deflector having the oscillating body apparatus, and an image display device. SOLUTION: The oscillating body apparatus has an oscillating body 1 which can be rotated around a rotation axis. The oscillating body 1 is provided with a hard magnetic material 3 which is magnetized in a prescribed direction angled to the direction of the rotation axis into a permanent magnet, and a magnetic generation means 22 being a plane coil is provided which controllably generates magnetic flux lines at angles to the direction of magnetization and the direction of the rotation axis, and soft magnetic bodies 21a and 21b which have ends arranged close to the magnetic pole of the hard magnetic material 3 are provided in order to effectively distribute the magnetic flux lines generated by the magnetic generation means 22, in the vicinity of the magnetic pole of the hard magnetic material 3.
