PROBLEM TO BE SOLVED: To obtain a coating solution of titania or a titania-containing composite oxide excellent in storage stability which can form films in various shapes at a temperature as low as not higher than 100°C and is useful as a photocatalyst, a bactericidal material or an antibacterial material. SOLUTION: The coating solution of titania or a titania-containing composite oxide is improved in storage stability by modifying a hydrolyzable titanium compound with a diketone compound and the film formed therefrom is prevented from being damaged in photocatalytic activities by causing a gel product containing a metal oxide to react with water at a temperature not higher than 100°C.
