PROBLEM TO BE SOLVED: To provide a method for producing a polyurethane-based emulsion excellent in solvent resistance and causing no coloration with time. SOLUTION: This method for producing the polyurethane-based emulsion comprises reacting in an aqueous medium a polyurethane prepolymer (A) with a vinyl alcohol-based polymer (B) having an amino acid group in the molecule and a low molecular compound (C) containing a functional group having at least an active hydrogen atom selected from a primary amino group, a secondary amino group, a primary hydroxy group and a secondary hydroxy group.
