PROBLEM TO BE SOLVED: To provide a facility and a method for manufacturing a cold rolled steel plate of high strength, and to provide a plated steel plate. SOLUTION: In the facility and the method for manufacturing both the cold rolled steel plate of high strength and the plated steel plate, there is provided a pass switching device which switches a plating pass route to manufacture the plated steel plate by feeding a steel plate from an annealing furnace having a heating furnace, a soaking furnace, and a gas jet cooling device to a plating device, and a cold rolling pass route to manufacture the high strength cold-rolled steel plate by feeding the steel plate from the annealing furnace to a water- hardening tank without passing the plating device.
