PROBLEM TO BE SOLVED: To provide a solubilizer solubilizing p-hydroxybenzoic acid and the like having≥1.0 distribution coefficient of octanol/water without using a solvent such as an alcohol. SOLUTION: The solubilizer for fat-soluble p-hydroxybenzoic acid and the like comprises an aqueous solution containing a 2- methacryloyloxyethylphosphorylcholine/buthyl methacrylate copolymer, the solubilizer comprises an aqueous solution containing 1-5 wt.% 2- methacryloyloxyethylphosphorylcholine/buthyl methacrylate copolymer, the solubilizer solubilizing 0.01-0.4 wt.% fat-soluble p-hydroxybenzoic acid and the like based on whole solubilizing agent is provided, a solution of a fat-soluble p-hydroxybenzoic acid and the like, obtained by using the solubilizer is provided and the application of the solution as an antiseptic is provided.
