PROBLEM TO BE SOLVED: To control a liquid surface by a simple and inexpensive structure. SOLUTION: The opening and closing plate (22) is supported on an upper edge part of a flow port (212) and opening of the opening and closing plate is permitted by upper rotation of an opening and closing arm (26) and the opening and closing plate is pushed by downward rotation of the opening and closing arm and the opening and closing arm is rotated by an interlocking arm (31) extending from a float (30) which moves in response to liquid surface on downstream side of flow port. A pair of lock lever parts (27) locking the opening and closing plate in full open state and full close state is provided in the opening and closing arm and either one lock of a pair of lock lever part is released by a kick lever part (32) which moves in response to the upper variation of the float and the lock of the other lock lever part is released by the kick lever part which moves in response to the lower variation of the float.
