PROBLEM TO BE SOLVED: To provide a waterproof sheet which reduces an environmental load by its excellent solubility, disaggregation or dispersion properties, and biodegradability and has a high interlayer adhesiveness and a disposable bag using the sheet. SOLUTION: The waterproof sheet 1 has a resin film 2 which is dissolved and disaggregated in water and a waterproof resin layer 3 stacked on the surface of the film 2. The layer 3 is formed from a resin composition containing a biodegradable resin and an isocyanate compound. In the resin composition, the isocyanate compound in an amount of 0.5-20 pts.wt. in solid content is preferably incorporated per 100 pts.wt. of the biodegradable resin.
