PROBLEM TO BE SOLVED: To insolubilize copper ions by adding an alkali to copper-containing waste water, such as etching waste water, in the presence of an oxidizing agent and carbonate ions, and to increase the copper content in sludge by returning the resulting copper-containing sludge to a raw water tank, and collect and remove the copper ions as sludge recyclable as a resource. SOLUTION: In this method for treating the copper-containing waste water and recovering copper by insolubilizing the copper ions, after the alkali is added to the copper-containing waste water in a state where the oxidizing agent and the carbonate ions are made to exist in the waste water, pH is adjusted to 8-11 to insolubilize the copper ions, or after the alkali is made to exist so as to adjust pH of the waste water to 8-11, which insolubilizes the copper ions as a hydroxide, the oxidizing agent and the carbonate ions are added thereto to insolubilize the copper ions, and, if necessary, a part of the insolubilized copper-containing sludge is returned to raw water to recover the sludge having an increased copper content.
