PROBLEM TO BE SOLVED: To send a wind colder than in the use of a conventional fan, and produce a visual effect of coolness that the conventional fan does not have. SOLUTION: A bag is formed in a shape fitted to the fan face of a fan, and a cold retaining agent is sealed therein. A frame part is mounted thereon, and the resulting fan is frozen in a refrigerator or the like.
