<P>PROBLEM TO BE SOLVED: To obtain an exhaust gas cleaning catalyst reducing the discharge amount of a harmful substance at the time or production and having high heat stability, alumina used in the exhaust gas cleaning catalyst, and to provide a method for manufacturing them. <P>SOLUTION: The exhaust gas cleaning catalyst is manufactured by a step for adding alumina cement to an aqueous solution containing at least either one of an alkaline earth metal salt and a rare earth metal salt to mix the same with the aqueous solution to form an alumina solid, a step for baking the alumina solid at 1,000-1,300°C, a step for powdering the alumina solid to mix the powdery solid with an aqueous solution containing an oxygen storage substance and heating and drying the obtained mixture to obtain an oxygen storage substance-containing alumina powder, and a step for applying the oxygen storage substance-containing alumina powder to a carrier substrate material and supporting a noble metal on the alumina powder.
