PROBLEM TO BE SOLVED: To provide a circulating water-sprinkling method to efficiently utilize water resources and provide an apparatus therefor and a water-collecting plate. SOLUTION: Permeated water W is collected with a water-collecting plate 20 placed under a soil bed D to be sprinkled. The collected water is stored in a water reservoir 50 together with a necessary amount of replenishing water. A prescribed amount of the water stored in the reservoir 50 is sprinkled on the soil bed D at a prescribed time by an automatic sprinkling controller 70 to achieve the circulating water-sprinkling operation. The circulating water- sprinkling apparatus 10 comprises the water-collecting plate 20, a catch basin 30, a suction pump 40, the water reservoir 50, a draw pump 60, the automatic sprinkling controller 70 and a sprinkling part 80.
