PROBLEM TO BE SOLVED: To provide an encoding device for an optical disk recording and reproducing device which can effectively suppress the occurrence of an underrun phenomenon of a buffer memory. SOLUTION: The optical disk recording and reproducing device includes an encoder 30 which encodes data transmitted from a computer and a processor 26 which controls the operation of the encoder 30 and when the encoder 30 encodes data in a current mode, the encoding method receives data in the next mode different from the current mode from a computer; and the optical disk recording and reproducing device is equipped with a buffer memory 22 which stores the data transmitted from the computer and stores the data that the encoder 30 receives from the computer in the buffer memory 22.
