PROBLEM TO BE SOLVED: To provide a method of producing high toughness, wear resistant steel without performing special component adjustment by which production in online is possible without using a special process. SOLUTION: Steel containing, by mass, 0.05 to 0.4% C, 0.01 to 0.8% Si, 0.5 to 2.5% Mn,≤0.05% P,≤0.05% S, 0.005 to 0.5% Ti and 0.0005 to 0.005% B is heated at 900 to 1,250°C, and is thereafter subjected to rolling at an Ar3 point or higher at a cumulative draft of≥50%. The steel is immediately subjected to accelerated cooling from an Ar3 point or higher to an Ms point or lower at a cooling rate of≥20°C/s. Temporarily, the accelerated cooling is interrupted, and the surface of the steel is recuperated to the temperature range of (an Ms point -100) to (an Ms point +200)°C. After that, the steel is again subjected to accelerated cooling to≤200°C at a cooling rate of≥20°C/s, so that the high toughness, wear resistant steel having a surface Brinell hardness of≥300 is produced.
