PROBLEM TO BE SOLVED: To enable welding over the overall length including a projection part in a welding connection part for improving welding strength without any reduction in welding quality. SOLUTION: In a joint member 15 having the welding connection part 19 to be abutted and welded to a column 11, the projection part 21, which can be abutted to the column 11, is arranged in the welding connection part 19 for forming a root gap between the column 11 and the welding connection part.
