PROBLEM TO BE SOLVED: To surely evade the unauthorized use and leakage of the information of a user identification code or the like stored in an IC card even in the case that the IC card of a user detachably mounted on a portable telephone set or the like is passed into the hands of a malicious third person by being lost or stolen.

SOLUTION: A terminal identification code for identifying the portable telephone set is stored in the terminal identification information storage means of the IC card. A permission decision means compares the terminal identification code inputted from the portable telephone set with the terminal identification code stored in the terminal identification information storage means. The permission decision means decides whether to permit or inhibit the output of the user identification code or the like requested by the portable telephone set to the portable telephone set on the basis of the compared result. In the case that the portable telephone set is owned by the malicious third person, since the terminal identification codes are different, the user identification code of the like is not outputted and the unauthorized use and the leakage are evaded.
