PROBLEM TO BE SOLVED: To provide a locking and unlocking device capable of increasing resistance force against an illegal unlocking such as a picking or the like, preventing the unlocking when an unlocking operation is made without using any duplicate key such as an illegal unlocking operation or the like and promoting security. SOLUTION: The locking and unlocking device 1 is so constituted that tumbler pins 17 are moved to a cylinder lock 3 having the tumbler pins 17 penetrating an outside cylinder 7 and an inside cylinder 11 by inserting the duplicate key 51 into a key-hole 13 and that a shear line 25 is made to coincide with a boundary section 27 between the outside and inside cylinders 7 and 11 to release rotation restriction of the inside cylinder 7. The device 1 includes the inside cylinder 11 equipped with the circular key hole 13, the duplicate key 51 having a columnar insertion section 51 and having a dimple 59 formed in the outer circumferential surface, an engaging projection section 33 projected to the inside of the key hole 13 and an engaging recess section 61 formed on the outer circumferential surface of the duplicate key 51 to be engaged with the engaging projection section 33.
