PROBLEM TO BE SOLVED: To prevent freezing caused on a road surface in winter by extremely slowly releasing a thawing agent at a required time alone and consequently retaining its prescribed effect as long as possible. SOLUTION: This method is provided with a road surface layer comprising binder having affinity with the paved road surface of the road surface layer, and comprising the agent including the thawing agent covered with a temporary impermeable solid coat, in some case, other filler, and an additive to prevent the freezing caused on the road surface in winter. Especially, it is favorable that temporarily impermeable solid coat of the thawing agent is composed of hardened phenol resin. COPYRIGHT: (C)2003,JPO
