SOLUTION: The low-order digit take-out part 221 of a data processor 22 takes out one non-allocated scrambling code low-order digit from a scrambling code low-order digit storage part 231 and a low-order digit allocation state write part 222 updates the storage of the allocation state of the code to an already allocated state. A high-order digit read part 223 reads the identification number of the present device from a scrambling code high-order digit storage part 232 and defines it as a scrambling code high-order digit.
