<p><P>PROBLEM TO BE SOLVED: To gather information from more mobile terminals. <P>SOLUTION: An information management center 20 sends 2nd probe information that the center manages by itself to an on-vehicle system 10 on condition that the on-vehicle system 10 provides 1st probe information that the system 10 gathers. The on-vehicle system 10 sends user ID information to the information management center together with the 1st probe information only when it can be confirmed that the user intends to send user ID information.
