PROBLEM TO BE SOLVED: To reduce circuitry scale and to improve data transfer rate. SOLUTION: A EBCOT-encoding and decoding device 1 is provided with a bit-modeling device 11, an arithmetic encoding and decoding device 12, a FIFO memory 13 for the input and a FIFO memory 14 for the output. The FIFO memory 13 for input and the FIFO memory 14 for output have the function of controlling the bit length of data to be stored, according to the bit length of an input data. The FIFO memory 13 for input is an input by a wavelet transformation coefficient with 16 bits, when it is encoded and is input by encoding data of 8 bits, when it is decoded. The FIFO memory 14 for output is output by the encoding data of 8 bits, when it is encoded and is output by the wavelet transformation coefficient of 16 bits, when it is decoded.
