<P>PROBLEM TO BE SOLVED: To enable extremely rational demand control. <P>SOLUTION: This demand controller possesses a judging means A which judges operation state of a control target apparatus P when it is estimated that a quantity of used power gets over a demand contract quantity of power in itself. This possesses a stop order constituting means B which reconstitutes change order where the demand is controlled by the control target apparatus P only in operation from the fixed order where the demand is controlled in the order set for all control target apparatuses P. This possesses a stop time computation means C which computes an average stop time for every control target apparatus P in operation, based on the total quantity of used power in the control target apparatuses P in operation.
