PROBLEM TO BE SOLVED: To provide an anti-termite foundation heat insulating structure for an external heat insulating foundation easily constructible according to a construction process of a general sill foundation and capable of easily giving a sure and sufficient anti-termite property. SOLUTION: In this anti-termite foundation heat insulating structure 10 giving the anti-termite property to the external heat insulating foundation constructed by mounting a heat insulating panel 12 on the outside face of a sill foundation 11 for a building, the heat insulating panel 12 is arranged inside a form when concrete is placed for formation of the sill foundation 11, and then, mounted integrally with the outside face of the sill foundation 11 while arranging its top face substantially flush with the top end face of the sill foundation 11. A cement paste type leveler 15 is arranged to continuously cover the top end face of the sill foundation 11 and the top end face of the heat insulating panel 12. An anti-termite hermetic packing 19 is arranged to be clamped between the lower end face of a wall facing material 18 attached vertically to the outside of a sill 14 and the upper face of the leveler 15.
