PROBLEM TO BE SOLVED: To reasonably transfer the license by enabling to grasp locations of the present owner of the digital content and the person to be transferred of the license from the transferring-side.

SOLUTION: A management device 2 for transferring license receives transfer application from a device for performing transferring of license on the transferred-side and collates a half ticket held by a device for performing transferring of license on the transferring-side with that handed to the transferred- side, and only when these half tickets correspond to each other, full transfer information is provided to the device for performing transferring of license on the transferred-side. The management device for transferring license comprises a means 23 for processing transferring of license which has a means 231 for calculating hash function for confirming equivalence with a hash value set on one of the half tickets using as a collation key the hash value generated on the basis of the whole information items held by the respective half tickets.
