PROBLEM TO BE SOLVED: To relieve an information processing load of location registration of a mobile apparatus in a mobile communication system, to economize the facility with respect to the location registration, and to enhance the service quality of mobile communication. SOLUTION: When a mobile terminal or a mobile apparatus makes location registration, if it is possible to select one of valid reception levels with respect to a plurality of location registration areas for making location registration, the information processing loads on the location registration for respective cases of carrying out location registration to a plurality of the location registration areas are compared and estimated, and the location registration area wherein the load is minimized is selected with priority to register the location. By carrying out respective location registrations along with the method above to the utmost, the information processing loads on the location registration can be led into a decreasing direction as a whole in a large system.
