PROBLEM TO BE SOLVED: To solve problems of: a gap easily made between a pipe and a heat insulating cylinder, in the heat insulating cylinder for heat insulation by coating the pipe which leads to deterioration of heat insulating effect; condensation at the gap; extra labor needed to apply an adhesive at construction; difficulty of construction at a small place; and lowered heat insulating effect due to high water absorption of the heat insulating cylinder. SOLUTION: The heat insulating cylinder 10 comprises a cylindrical body 11 formed in the cylindrical shape with an inner diameter which can coat a round pipe Pc and an outer skin body 12A(12B) formed in the cylindrical sheet state with the size which can coat this cylindrical body 11 which are welded to overlap. The outer skin body 12A is a 2-layer combined material in which a surface base on the surface side overlaps a lining material which can reinforce the surface base on its back. The outer skin body 12B is a 3-layer combined material in which the surface base on the surface, a reinforcing material which can reinforce the surface base on its back and the lining material are made to overlap.
