The event recognition unit 101 recognizes the occurrence of an event to be transmitted to the user terminal 200, and a matching unit 103 refers to the matching table 103a for advertisement information associated with the recognized event, and specifies the advertisement information. A distribution control unit 104, instead of transmitting the recognized event to the user terminal 200 over a communication network 300, takes the specified advertisement information out of an advertisement storage unit 102 and then transmits it to the user terminal 200 over the communication network 300.
