PROBLEM TO BE SOLVED: To provide a portable terminal whose use can be inhibited are easily restarted and in which stored information can be protected without leakage, and to provide a memory card, its management terminal and the like.

SOLUTION: A reception means receives a function stop instruction including an identification code from a communication network and a function stop means which receives the function stop instruction stores the identification code and also stops a prescribed function provided by the portable terminal. Also, after the function is stopped, a function restart means restarts the stopped function on the basis of the input of the identification code. Further, the portable terminal, the memory card and the like are provided with an uploading means for transmitting prescribed information stored in the present terminal to the communication network on the basis of the function stop instruction and an uploading instruction.
