PROBLEM TO BE SOLVED: To provide an inspection device and an inspection method that can inspect a surface state of a coating layer, especially a transparent coating layer, during coating. SOLUTION: The inspection device for the coating layer, which inspects a surface state of the coating layer formed from an coating solution applied to a base material and dried, has a light source for radiating illuminating light at an angle for total reflection on the surface of the coating layer, and an observation device opposed to the light source to receive reflected light by total reflection of the illuminating light. The inspection method for an coating layer observes a surface state of the coating layer formed from the coating solution applied to a base material and dried, by radiating the surface of the coating layer with illuminating light at an angle for total reflection from the light source, and receiving reflected light by total reflection of the illuminating light.
