PROBLEM TO BE SOLVED: To provide an efficient process for producing an aromatic carbonic acid ester from a monovalent aromatic hydroxy compound or an aromatic polycarbonate having a sufficient molecular weight from a bivalent aromatic hydroxy compound in one step in a high yield. SOLUTION: The process is carried out by an oxidative carbonylation reaction of the monovalent or bivalent aromatic hydroxy compound, with carbon monoxide and oxygen in the presence of a catalyst comprising (a) a palladium complex containing at least one ion selected from the group consisting of cyanic acid, isocyanic acid, azide, nitrous acid and chlorine ions as an anionic ligand, (b) a redox catalyst and (c) a co-catalyst.
