It is intended to provide novel fused ring indazole compounds having an excellent JNK inhibitory effect. More specifically, compounds represented by the following general formula, salts thereof or hydrates of the same are provided: (I) wherein Z11 and Z12 independently represent each carbonyl, methylene, etc.; ---- represents a double or single bond; R1a represents hydrogen, etc.; the ring A represents a benzene ring, a naphthalene ring or a 5- to 10-membered heteroaryl group; and R2a, R2b and R2c independently represent each (1) hydrogen, (2) halogeno, (3) nitro, etc.
