Chondrocyte-specific and non-chondrocyte-specific promoter elements and a binding site for a transcription inhibitory factor of the fgfr-3 promoter are disclosed. The present invention relates to a chondrocyte-specific promoter or a non-chondrocyte-specific promoter based on the presence or absence of such elements. The present invention also relates to a nucleic acid which binds an inhibitory factor for fgfr-3 transcription.
