PURPOSE: A hand-off method applying an SIP(Session Initiation Protocol) in an all-IP(Internet Protocol) network is provided to embody a voice IP on wireless by investing an IP to all BSC(Base Station Controller) equipments. CONSTITUTION: If a hand-off is generated in a state in which a communication is performed between an MS(301) and an SCM/MM(Session Control Manager/Mobility Manager)(304), a previous WAG(Wireless Access Gateway)(302) transmits executed first information to the SCM/MM(304). The SCM/MM(304) mounts second information on a hand-off request message, and transmits the hand-off request message to a new WAG(303). The new WAG(303) performs a new channel setup procedure with the MS(301). If the channel setup is completed, the new WAG(303) mounts a target IP and a target RTP(Real-time Transport Protocol) port on a hand-off request response message, and transmits the hand-off request response message to the SCM/MM(304). If the SCM/MM(304) informs the previous WAG(302) that a new channel is set up, the previous WAG(302) transmits a hand-off direction message to the MS(301). The previous WAG(302) transmits a message, for informing that a new channel is assigned, to the SCM/MM(304). The MS(301) transmits a newly set transmission message to the new WAG(303). The new WAG(303) transmits a hand-off completion message to the SCM/MM(304). The SCM/MM(304) receives a hand-off completion message, transmits the target IP and the RTP port to the previous WAG(302) through a channel deletion command, and instructs the previous WAG(302) to release the channel.
