PURPOSE: A monitoring device and system using bluetooth are provided to reduce a crime rate by installing a socket type monitoring camera at a busy thoroughfare. CONSTITUTION: A monitoring device using bluetooth includes a lamp socket, a camera(130), and an infrared sensor portion(120). The lamp socket is formed with an electric contact portion for supplying the electric power and a lamp shade for reflecting the light. The camera(130) is installed at an inner side of the lamp shade in order to photograph a target. The infrared sensor portion(120) is arranged along an outer rim of the lamp shade in order to sense a moving target. A sensing signal of the infrared sensor portion(120) is used for operating the camera(130).
