PROBLEM TO BE SOLVED: To solve the problem that causes slack and wrinkles of the paper taken-up by fluctuation of the take-up tension due to the embracing angle to a guide roller of the carrying paper in a tension control device for taking-up paper. SOLUTION: The tension control device for taking-up paper consists of an unwinder motor 22, a take-up coil 26, the guide roller 24 and the tension control device 23. The unwinder motor 22 rewinds and drives the rewinding coil 21. The take-up coil 26 takes up the rewound paper from the rewinding coil 21 in the state of the roll. The guide roller 24 is installed on the carrying path of the paper between the rewinding coil 21 and the take-up coil 26. The tension control device 23 controls the driving of the unwinder motor 22 on the basis of the coefficient of friction between the guide roller and the paper and the diameter of the rewinding coil 21, and controls the tension of the rewound paper.
