PROBLEM TO BE SOLVED: To provide a loader and a loading method that can accurately load a truck with a prescribed quantity of bulk cargo with high loading efficiency without needing an exclusive worker. SOLUTION: This loader is provided with an unloader 1 storing unloaded bulk cargo in a hopper 5 and opening and closing a hopper gate 8 to load a truck 7 with the bulk cargo from the hopper 5. The loader is further provided with a road surface traveling truck 10 formed to allow the truck 7 to get on and off; a truck scale 18 for detecting the weight of the truck 7 getting on the road surface traveling truck 10; and a control device 21 for monitoring the loadage of the bulk cargo on the basis of the truck weight detected by the truck scale 18, to control opening and closing of the hopper gate 8.
