PROBLEM TO BE SOLVED: To provide a seating occupant detecting device and an air bag deployment control device capable of properly determining the fixing of a restraining device for a child. SOLUTION: A seatbelt 13 is secured to a seat cushion frame 11a. When a seatbelt 31 is fastened to secure the restraining device 33 for the child, a fastening load acts in an upward direction (an arrow A) on the seat cushion frame 11a to which the seatbelt 13 is connected and the fastening load acts in a downward direction (an arrow B) on a seat cushion frame 11b to which the seatbelt 13 is not connected, loads inputted into strain sensors 7a, 7b, 7c and 7d are different at left and right sides. Accordingly, the restraining device 33 for the child is determined to be fixed when loads acting on the seat cushion frames 11a, 11b are different at the left and right sides based on detected signals from the respective left and right strain sensors 7a, 7b, 7c and 7d by a control unit.
