PROBLEM TO BE SOLVED: To provide a novel heavy metal fixing agent for fly ash or main ash comprising a combination of a metal dithiocarbamate and an iron salt of an inorganic salt, a zinc salt or an aluminum salt, capable of strongly fixing harmful substances such as heavy metals in fly ash or main ash generated in an incinerator by a small amount of the heavy metal fixing agent without eluting them in the landfill site or the like of a waste final disposal plant by a rainfall. SOLUTION: The combination system of the metal dithiocarbamate, the iron salt of the inorganic acid, the zinc salt or the aluminum salt is useful in the incinerator industry because this combination system has the high fixing capacity of heavy metals or the like in fly ash or main ash by a small addition amount as compared with a representative chelating agent, potassium N,N- diethyldithiocarbamate or the like used heretofore and can strongly fix heavy metals especially in molten fly ash high in the content of harmful substances.
