PURPOSE: A bollard manufacturing method by using waste glass and a bollard are provided to indicate the position of the bollard to a driver easily and quickly, and to prevent accidents by accumulating light from a vehicle in the bollard and reflecting rays from the bollard with using the waste glass. CONSTITUTION: A hardening agent and epoxy resin of 15-40 wt are mixed at the rate of 1 to 3, and the compound is mixed with crushed waste glass materials of 60-85 wt. A strength increasing and bollard mounting rod(3) is inserted to a bollard forming machine including a bollard cavity, and the mixture is injected to the forming machine. Photoluminescent materials of 10-20 wt are put to the mixture before forming the material. The bollard shape is formed by removing bubbles from the mixture with kneading the mixture, and a bollard formed material(5) is hardened in the bollard forming machine for the predetermined time.
