PROBLEM TO BE SOLVED: To continuously monitor the state of each of all monitoring areas without requesting images from a terminal device side. SOLUTION: A plurality of monitor cameras 1A-1 to 1A-n installed at respective monitor areas are connected to a monitor station 40 for receiving video photographed by the respective monitor cameras through a multinetwork 10. The monitor station 40 is provided with an image preparation processor 43 and terminal devices 46a, 46b,..., and the image preparation processor 43 segments images from the video from the monitor cameras 1A-1 to 1A-n at a constant cycle, combines the images and distributes the combined images in a stream format. The terminal devices 46a, 46b,... split the combined images into an image corresponding to each of the monitoring area by receiving the combined images and display the split image at a relevant position on a map while updating the split image. This makes it possible to continuously monitor the state of each of all of the monitoring areas without requesting images from the side of the terminal devices 46a, 46b,.... COPYRIGHT: (C)2003,JPO
