PROBLEM TO BE SOLVED: To provide a means capable of selecting a particularly clean bill from almost mint condition normal bills which is conventionally considered difficult, and dividing normal bills and damaged bills into a desired ratio. SOLUTION: A degree of fouling is determined by using a fouling criterion threshold, a fouling shift level is set for shifting concentration of the fouling criterion threshold of the foul bill extracting device for separating foul bills to a brighter side, and a shift amount following this is added to the fouling criterion threshold. By this distribution spreading of fouling frequencies and determination by normal and damaged levels are facilitated and determination accuracy of foul bills is improved. COPYRIGHT: (C)2003,JPO
