<P>PROBLEM TO BE SOLVED: To provide a delivery processing system, a delivery processing device, and a terminal device capable delivering desired digital data capable of being outputted to a medium and proving the delivery time. <P>SOLUTION: This delivery processing device 2 is provided with a storage part, and a CPU including delivery data, and transmitting authenticated delivery data by specifying a receiving terminal device 5 on the basis of address data by requiring time authentication of the delivery data. A time authentication processing device 3 is provided with a timer part, a storage part, and the CPU for storing data in the storage part by forming and transmitting the authenticated delivery data according to time authentication data and the delivery data by forming the time authentication data according to the delivery data and time information when receiving an authentication request, and correcting the time according to standard time data of a standard time station 3t. A transmission terminal device 4 is provided with an input part for inputting the address data and content data, and the CPU for forming and transmitting the delivery data.
