<p><P>PROBLEM TO BE SOLVED: To provide a mission planning method and a mission planning system for efficiently generating a high quality plan. <P>SOLUTION: In this mission planning method for supporting, by using computers, the planning of the mission in an actual world including a disaster rescue and military operations, when an initial state as a present status and a target state as the target of a mission are given, a series of actions ranging from the initial state to the target state is obtained by using a knowledge base. Planners 3a, 3b, and 3c preparing a plan comprise actual world simulators 33a, 33b, and 33c for simulating the external environment as the actual world. To select one of a plurality of selectable action representatives, an effect obtained by performing each action is simulated by using an actual world simulator.
