PROBLEM TO BE SOLVED: To secure connection to a preferential terminating subscriber even when a telephone exchange network is abnormally congested at the occurrence of disaster. SOLUTION: In a transmitting side exchange 2 of a telephone exchange system having the transmitting side exchange 2, a terminating side exchange 4 and a trunk exchange 5 for connecting these exchanges 2, 4 through a junction line, a priority call decision part 81 discriminates whether a number dialed by a calling subscriber 1 is a prescribed specific number indicating connection to a priority terminating subscriber 3 to which terminating is preferentially allowed or not. When the priority call decision part 81 recognizes the prescribed specific number, a number conversion part 82 converts the contacted subscriber's number of a called subscriber which is received from the calling subscriber 1 into an original general telephone number by referring to a data base 9. A priority subscriber setting part 83 sets up information indicating the priority terminating subscriber 3 in a calling user sort of an ISDN user part which is to be sent to the terminating side.
