PROBLEM TO BE SOLVED: To provide a data exchange system which can charge more flexibly. SOLUTION: The charging system includes terminal servers 5a to 5c and an authentication server 7 for monitoring network connection through the access point of a user and a charging server 9 for calculating a data exchange fee for the user based on the monitoring. The charging server 9 has a line use fee calculator 25 for calculating a line use fee as far as the access point on the basis of caller originator information of the user informed from a telephone company and a demanded amount calculator 26 for calculating a money amount demanded to the user on the basis of the line user fee calculated by the line user fee calculator.
