<p><P>PROBLEM TO BE SOLVED: To provide a parked vehicle charging system, a road side communication device and a parked vehicle charging method capable of preventing a burden of a driver in parking, and recognizing and charging an unrightfully parked vehicle. <P>SOLUTION: When a vehicle detecting sensor 4 detects a vehicle, parking start time is recognized and vehicle identification information is detected by radio communication between an antenna 6 and an ETC on-vehicle apparatus 2a.
