<p><P>PROBLEM TO BE SOLVED: To provide a system for inexpensively realizing a quality measurement management network related with voice quality or the like without requiring any equipment exclusive for measurement and a VoP telephone set suitably and validly usable as a use terminal in the system with not only a function for executing speech with a voice but also a function for measuring it. <P>SOLUTION: A telephone set (100) as a terminal connected to a packet network to execute speech by transmitting and receiving a voice is provided with a measuring means for measuring voice quality to measure the quality of an end-to-end.
