PROBLEM TO BE SOLVED: To provide a material for obtaining an electric insulator having a small dielectric constant and dielectric loss tangent and superior impact strength, plating adhesiveness and smoothness, and electric parts including a circuit board, an antenna, a connector and a capacitor using the same. SOLUTION: An aromatic vinyl monomer is polymerized to obtain an aromatic vinyl polymer. The aromatic rings of the aromatic vinyl polymer are hydrogenated to obtain a polymer X containing cycloaliphatic group containing ethylene unsaturated monomer units. The polymer X is mixed with a soft polymer having a glass transition temperature of 30°C or lower to obtain the electrically insulating material, where a dispersion phase consisting of the soft polymer is dispersed into a continuous phase consisting of the polymer X, as dispersed particles having number-average particle sizes of 0.01-10μm, an average distance between the dispersed particles is 5μm or shorter and a metal content is 5 ppm or less. The electrically insulating material is formed into a predetermined- shape board, on the surface of which as conductor layer is provided with plating to obtain the circuit board.
