PROBLEM TO BE SOLVED: To restrain the speed fluctuation of a belt such as bounding and positional deviation from a belt target position, to realize accurate position control, and to prevent the color slurring of a formed image so as to form a high-quality image. SOLUTION: A command 1 on a belt surface target position is directly converted into a driving shaft target position (angle). A command 2 on the belt surface target position is compared with a belt surface position (surface target position) by a comparison means 301, and deviation is arithmetically calculated by a surface position control means 302 and converted into the driving shaft target position (angle) and added to the command 1 by an addition means 303. The deviation between the driving shaft target position (angle) and a driving shaft angle is obtained by the comparison means 304 and arithmetically calculated by a position control means 305, and given to the motor of a driving object as a current, whereby the driving object is driven to follow a target position.
