<P>PROBLEM TO BE SOLVED: To resolve problems in a conventional system wherein pieces of information of all recorded patients leak out when a code is broken since pieces of medical information of a plurality of people are collectively managed, and it can not correspond when the medical information is necessary quickly such as in an emergency. <P>SOLUTION: The portable semiconductor recording medium 1 has a security controlled region 3. Enciphered medical information is enciphered again by an authentication number 5 and it is recorded in a medical information recording region 2. In reading, an authentication device 4 carries out an authentication process with the security controlled region 3 by an input of the authentication number 5 by the carrying person, and if collation is normal, the medical information is read by a reader-writer 6, and it is displayed in a display device 7.
