PROBLEM TO BE SOLVED: To arrange the debit card function in a cellular phone, and to secure security.

SOLUTION: This cellular phone 11 checks up position data on a present position detected by a position sensor 16 with position data on a preregistered place, and makes the debit card function usable when the position data coincide, and makes the debit card function unusable when the position data do not coincide. Thus, illicit use of a card by another person can be prevented even when the cellular phone 11 is lost or stolen by restricting a place capable of using the debit card function added to the cellular phone.
